The City of Detroit has respite locations and warming centers available to provide residents relief from the cold. Detroit recreation centers and library branches are available as respite locations during operating hours. In addition, three warming centers are open for those who are homeless and need shelter during cold weather months.

Warming Centers – City of Detroit Funded 

If you need emergency shelter, please call the Detroit Housing Resource HelpLine at 866-313-2520. This line is available during business hours Monday-Friday from 8 a.m. to 6 p.m. and Saturday 9 a.m. to 12 p.m.

Residents also have the option of going to an in-person Coordinated Assessment Model site located at Cass Community Social Services on 12025 Woodrow Wilson St, from Monday through Friday from 10 a.m. – 6 p.m.; or NOAH at Central, 23 E. Adams on the second floor, Monday through Thursday from 9:30 a.m. – 3:30 p.m. for an in-person assessment and intake procedure. The warming centers will provide overnight shelter, two meals, showers, sleeping accommodations, and housing assistance services to residents experiencing homelessness.

The three warming centers are operated by:

  • Cass Community Social Services – Serves families and single women
  • Detroit Rescue Mission Ministries – Serves families and single women 
  • Detroit Rescue Mission Ministries – Serves single males

Additionally, all Detroit Public Library branches are available during their normal operating hours for residents to stay warm. The Main Library is open Monday, Thursday-Saturday from 10 a.m. – 6 p.m.; Tuesday and Wednesday from noon – 8 p.m.; Sundays from 1 p.m. – 5 p.m. To determine hours for the library branches, go online to detroitpubliclibrary.org.

Overnight Shelter

The City’s winter response includes increased capacity at year-round shelters, activation of warming center beds, doubling of drop-in beds, and the stand-by shelter.

  • Over 1,700 total beds across the city, an increase of approximately 250 beds from last winter.
  • Includes a minimum of 220 drop-in center beds for immediate shelter access for residents sleeping outside, 100 warming center beds, with an additional 50 stand-by beds for emergency weather events or Code Blue Emergencies.
  • Targeted street outreach and coordination with the Detroit Police Department (DPD) to ensure residents can reach drop-in locations.
  • Shelters will continue to operate in partnership with non-profit organizations that play a critical role in connecting residents to both immediate shelter and long-term housing solutions.
